DELIVERING PROJECTS IN CHALLENGING TERRAIN
With excellent wind and solar resources, and strong market conditions, the Philippines presents enormous opportunities for renewable energy development, but many of the most promising sites are, however, located in challenging environments characterised by mountainous terrain, difficult ground conditions, complex access requirements, extreme weather events and grid connection constraints.
At Anber Engineering Services, we specialise in helping developers de-risk and optimise renewable energy projects in complex conditions. Drawing on experience gained through the development of utility-scale renewable energy projects across the Philippines and Asia-Pacific, we provide practical engineering, project development and advisory services that support projects from early-stage feasibility through to construction readiness.
We support developers, investors, EPC contractors and asset owners across the full project lifecycle for:
Utility-Scale Wind Farms
Solar PV Developments
Battery Energy Storage Systems (BESS)
Hybrid Renewable Energy Projects
Grid Connection Infrastructure
Our services are tailored to the unique challenges of the Philippine market, including complex topography, typhoon-prone regions, remote project locations and complex grid connection requirements.
Anber has extensive experience supporting the development of utility-scale wind projects in the Philippines, including projects progressing from greenfield site identification through to permitting, grid connection, engineering design and procurement. Our expertise includes:
• Wind farm layout optimisation and access road alignment and design
• Earthworks optimisation
• Geotechnical investigations and foundation design
• Crane hardstand and construction platform design
• Constructability assessments
• Transmission line and grid connection planning and design
• Environmental and permitting support
By integrating engineering and project development considerations from the earliest stages of a project, we help reduce construction risk, improve buildability and optimise project economics.
The Camarines Sur Wind Farm is a 58.5MW onshore wind project located in the Luzon province, developed in a region characterised by complex terrain, challenging site access requirements and demanding environmental and regulatory conditions.
Anber's senior personnel played a key role in progressing the project from early-stage feasibility through to construction readiness, supporting critical project activities including environmental permitting, land agreements, grid connection approvals, engineering design and EPC procurement.
The project required careful consideration of topography, site access, constructability and grid connection requirements to ensure a technically robust and commercially viable development pathway.

Addressing these challenges required close integration between engineering, environmental, commercial and stakeholder management activities throughout the development process.
Outcome
The project successfully progressed from greenfield development through feasibility, permitting, grid connection and engineering design stages and is now under construction. The experience gained on the Camarines Sur Wind Farm demonstrates Anber's ability to support utility-scale renewable energy developments in challenging environments, applying practical engineering and project development expertise to reduce risk, improve constructability and support successful project delivery.
Many of the engineering, grid integration, access, geotechnical and constructability challenges encountered on this project are directly applicable to utility-scale Solar PV and Battery Energy Storage System (BESS) developments across the Philippines.
Successful solar PV projects require more than resource availability. Terrain, drainage, earthworks requirements, geotechnical conditions and grid access can significantly impact project costs and long-term performance.
Anber provides engineering and advisory services for utility-scale solar PV developments, helping clients identify and manage project risks early in the development process. Our solar PV capabilities include:
Site selection and GIS screening
Solar resource assessment and energy yield modelling
Fixed-tilt and single-axis tracker optimisation
Topographical analysis and earthworks optimisation
Drainage and flood risk assessment
Civil and structural design
Electrical balance of plant (eBOP) design
Constructability reviews
CAPEX optimisation and value engineering
We work closely with developers to optimise project layouts while balancing energy yield, construction costs and long-term operational performance.
BESS are becoming increasingly important in supporting grid stability, baseload renewable energy integration and energy security across the Philippines.
Anber supports standalone BESS and hybrid renewable energy developments through:
Feasibility studies and business case assessments
Battery sizing and technology selection
Site selection and constraints analysis
Civil, structural and electrical design
Grid compliance assessments
Power system studies
EMS and control system integration
Owner's Engineer and technical advisory services
Our experience helps clients optimise storage solutions that improve dispatchability, reduce curtailment and maximise project value.
Grid connection remains one of the most critical aspects of renewable energy project development in the Philippines.
Our team has significant experience supporting utility-scale renewable energy projects through feasibility, concept design, grid connection and permitting stages. This includes preparation of electrical balance-of-plant designs, transmission line concepts, power system stability simulations, grid code compliance assessments and engagement with transmission system operators to secure grid connection approvals.
We support compliance with Philippine Grid Code requirements and provide expertise in:
Power System Modelling
Fault level studies
Voltage control assessments
Reactive power capability studies
Dynamic performance assessments
Grid code compliance reviews
Transmission infrastructure planning
The Philippines is emerging as one of the most promising offshore wind markets in Southeast Asia, supported by strong wind resources, growing electricity demand and government ambitions to accelerate renewable energy deployment. With the first offshore wind auction anticipated in the near term, developers are increasingly focused on advancing projects through site assessment, environmental studies, engineering design, grid connection planning and permitting activities.
Anber Engineering Services supports offshore wind developments through geotechnical engineering, site investigation management, metocean and survey programmes, foundation and infrastructure design, grid connection studies, environmental and social impact assessments, and technical advisory services. Drawing on experience gained from offshore and nearshore wind projects in the UK and the Asia-Pacific region, our team can help developers reduce technical risk, improve project bankability and progress projects efficiently from early-stage development through to construction readiness.
